A small business does not need less SEO than an enterprise. It needs the same work applied to a much smaller surface — fewer pages, fewer keywords, one location instead of nine. That is why an entry tier can be genuine rather than token.
It buys a preliminary audit and the technical fixes that come out of it, on-page optimisation of your real money pages, a sitemap Google can actually read, URL inspection in Search Console so new pages get seen, and ten or more keywords tracked so you can see movement rather than be told about it. For a five-page services site in one suburb, that is a complete programme, not a starter kit.
It does not buy external link building, and that matters more than most agencies admit — in a contested Singapore category, authority is usually the constraint, not content. It does not buy schema and page-speed engineering. It does not buy Google Business Profile management or map-pack work. If your customers find you by searching on a phone near your shop, the map pack is the thing that matters, and that sits in the Business tier.

A one-shop, one-suburb business has a small surface to optimise. Small surface, small scope, real work — that is what an entry tier should mean.
Not a warning about villains. It is arithmetic: a monthly fee has to cover the hours inside it, and when the fee is too small, something has to be removed. These are the four things that get removed, in the order they usually go.
Reporting gets automated, the audit becomes a tool export, and nobody senior looks at your site between invoices. You still get a PDF. The PDF is not the work.
Four thin posts are cheaper to produce than one page that actually answers the query. Thin pages do not rank, and they quietly dilute the pages that could have.
Cheap link volume comes from link farms and throwaway domains. It is the one shortcut that can leave your domain measurably worse off than doing nothing, and cleaning it up is slow.
Crawl errors, slow templates and broken schema are invisible to a client and expensive in hours — so at a low fee they are the first thing quietly dropped from scope.
Nine months of fees are spent, the rankings have not moved, and the next agency starts by undoing the content and disavowing the links. You pay for the same foundation twice.
Ask for last month's work log from a current client, not a proposal. An agency that cannot show you what it actually did in the past 30 days is selling a plan, not a programme.
Before you compare two quotes, check they are scoped against the same site. Most of the gap between agencies is scope, not margin.

Technical findings get fixed, not just listed. On-page work lands on the pages that can realistically move this quarter, chosen from ranking data rather than from a wishlist.
Content is written, reviewed and published. Where the tier includes it, competitor link analysis and outreach run in parallel — authority work is slow, so it cannot wait for a quiet month.
You get a report that names positions, pages and next actions in plain English. If a number went down, it says so and says why. Reporting that only ever contains good news is not reporting.
Month-to-month, throughout. If a month's work does not justify the next one, you should be free to stop — and you are.

Most small businesses with one location and a handful of service pages start on Lite. It covers the foundations properly, which is where nearly every small-business site is actually losing.

Technical and on-page changes can show within weeks. Movement on competitive commercial keywords is a matter of months, not weeks, and anyone promising page one in 30 days is describing a keyword nobody searches.
